Legalisation

When documents issued in Bulgaria are to be used overseas and vice versa they must conform to certain formalities, typically in the form of an accompanying ‘official translation’, which in certain cases requires legalisation. This type of translation is available from companies holding an authorisation from the Ministry of Foreign Affairs (MFA).

SOLTRA has signed an agreement with the Bulgarian Ministry of Foreign Affairs, and in particular with the Legalisation and Certification Department of the Consular Affairs Directorate, under which it translates documents and other papers from Bulgarian into foreign languages and vice versa in compliance with the applicable requirements for legalisation, certification and drawing up of the documents and papers concerned.

Original, notarised copy or duplicate?

The different types of documents carry different requirements. In the case of an official translation, whether a document is submitted in the original, as a copy or duplicate is irrelevant. Legalisation, however, typically requires the original of documents. By way of exception, school and university degrees and diplomas are legalised as notarised copies, which have been attested by the Ministry of Education.

Legalisation is typically a slow process, which can also be costly. This is the reason why it is so important to check what the precise requirements of the foreign country or institution are, i.e. whether a simple translation will do; whether the document has to be signed by a licensed translator; whether it requires an apostille; or all of the above.

What is legalisation and why do certain documents carry a requirement for legalisation?

Legalisation is the process of verifying the authenticity of an official document issued to be used in another country. The process of legalisation aims at precluding potential document fraud and abuse, i.e. it is a safeguard of the rights of private citizens and companies.

The timeframe for legalisation depends on the type of the document. Typically, a document will require prior certification by the competent ministry, which means that clients must allow sufficient time for the procedure.
